Ana Rotaru

Ana specialises in EU industrial, tech and climate policy, and the trade dimensions that increasingly run through them. She advises multinational companies, industry associations and coalitions on some of the biggest questions on the EU agenda, from industrial decarbonisation and competitiveness to the EU ETS, the automotive transition, clean tech investment and supply chain policy. Across the full range of EU advocacy work, she helps clients communicate clearly with policymakers, media and the public.

Ana’s approach combines evidence with political judgement, backed by a deep understanding of how the EU institutions work, knowledge built over more than a decade in and around Brussels, including at the EPP Group in the European Parliament, a Brussels-based political think tank, and at national level.

Before joining Shearwater Global, Ana worked at a London-based consultancy focusing on EU foreign and trade policy, EU-US-China relations, Brexit and climate, where she led advocacy campaigns across Brussels and London.

She began her career in Moldova as political assistant to a former Prime Minister (2009-2013), then chair of his party and its parliamentary group, during the country’s EU rapprochement.

Ana holds a graduate degree in European Political Studies from the College of Europe in Bruges and a master’s degree in International Law and Human Rights, and completed the Business Sustainability Management programme at the University of Cambridge Institute for Sustainability Leadership. She is fluent in Romanian, English and Russian, with intermediate French.
