Sylvie Goulard

Senior Advisor

Sylvie Goulard brings extensive senior-level experience across European institutions, national government and international finance. She joins Shearwater Global as Senior Advisor, offering deep expertise in EU policymaking, Franco-German relations, financial stability, and climate and biodiversity-related policy.

Sylvie served as a Member of the European Parliament from 2009 to 2017, working on EU governance, monetary affairs and security and defence issues. She later became Deputy Governor of the Banque de France, where she led on international and European affairs, financial stability, macroeconomic research, financial education, and green finance, including climate and biodiversity risks.

Earlier in her career, she held senior roles within the French state including at the Ministry of Europe and Foreign Affairs, the Conseil d’État, and the European Commission President’s advisory group, and briefly served as France’s Minister of the Armed Forces.

Alongside her public service, Sylvie is Professor of Practice at SDA Bocconi, Vice-President of the Institute for European policy making of Bocconi University, a Board Member of the Munich Security Conference, President of the Franco-German Institute, and Co-Chair of the International Advisory Panel on Biodiversity Credits.
